1. Presiding Commissioner Findley brought the meeting to order at 8:34
2. Gabbert motion to go into closed session. Roll vote, Ruckman aye, Findley, aye, Gabbert aye at 8:37.
3. Gabbert motion to come out of closed session at 9:34. Roll vote, Ruckman aye, Findley aye, and Gabbert aye.
4. Commissioner Gabbert motion to approve Minutes and Agenda. Commissioner Ruckman seconded. Motion approved.
5. Gabbert motion to approve Bills and Payroll. Ruckman seconded. Motion carried.
6 . Treasurer, Linda Brown presented the weekly financial statement and Treasurer’s report. Linda also presented the county credit card application for Findley to sign. The card will be kept in Clerk Owens’ office and used with her authorization only.
6. Ruckman reported gas prices from MFA as $3.599 for gas, and $3.809 for diesel.
7. Economic Developer Charity Austin Reported that she has 2 more names for the Advisory Board of the Enhanced Enterprise Zone, so that phase is complete. Members of the board will be Mary Beth Taute, Ron Richards, Scott Houk, Ben Fletcher, Mary Kay Lambert, David Hunt, and Mike Rennells. Clerk Owens presented Charity with pricing from Marceline Map Company for maps that will complete the next phase of the EEZ process. Motion by Ruckman to order maps from Marceline Map Co. Gabbert seconded. Motion carried. The next meeting for the Gazebo that is being built in Kevin Austin’s name will be April 4th.
Emergency Management Developer, Pat Kobbe explained about 2 FEMA projects that are almost complete. She invited the commissioners to an Applicant Briefing Thursday March 31st in Savannah Missouri. Her and Road Supervisor Jim Fletchall plan to attend.
8. S & V Consultants came to meet with the commissioners concerning the roof. After lengthy discussion, commissioner Ruckman made a motion to adjourn for lunch at 12:15, and then meet back with S & V Consultants to inspect the roof and find any problem areas that should be submitted to Industrial Roofing.
9. Commissioner Findley opened the afternoon session at 1:30. The commissioners, Clerk Owens, and S & V representatives went into the attic to inspect leak areas in the roof. There were several problem areas found. S & V will write up a report and get back with the commissioners.
12. Road and Bridge supervisor Jim Fletchall report.
· CR 241 and CR 243 need bladed.
· Requested working overtime on bridges so that they can get more work done. Motion by Gabbert that effective immediately Road and Bridge workers will earn Comp time, if needed to finish a bridge job.
13. Bid Openings: Compared mower bids with for hire mowing bids. Motion by Gabbert to accept the mowing bid from Grant Parman for the 2011 mowing season. Ruckman seconded. Motion carried.
15. Collector Julie Tracy presented tax reports of unpaid taxes to the commissioners, and had Clerk Owens sign and seal them.
16. Discussed getting the courtyard cleaned up, trees trimmed, and entryways repaired or replaced.
16. Clerk Owens presented some Regional Council of Government paperwork for Presiding Commissioner Findley to sign.
16. Motion to adjourn at 7:00 by Ruckman, Gabbert seconded. Motion carried.
