Obituary -- Avis Parman 1923-2020

On Monday, May 19th Avis Jean Parman, longtime Albany resident and civic pioneer, died peacefully at the age of 96 years. During her lifetime, Avis experienced most of the history of the 20th century; nearly a hundred years of fascinating change and challenge. And she loved being part of it. Her greatest legacy is the example she set for her family and others in remaining faithful, positive in nature and constantly grateful for her many blessings of family, friends, and the communities she served and so appreciated.

On this sad occasion for us, she asked that we celebrate her life for which she gave frequent thanks that she could so long experience and enjoy. She was the quintessential American Optimist. There are never enough of them, and of those, she was among the best. She will be missed by many and never forgotten by all who knew her. So many of you were dear to her.

During her lifetime Avis was active in many organizations and loved to participate in projects to improve the world she encountered.

Early years
Avis was born in Worth County Missouri in 1923 to Lawrence and the former Martha Stevens of Denver, Missouri. She graduated from Worth County High School and attended Northwest Missouri State College for a brief period. She married Vance Parman on June 26, 1943, and moved to Albany. Avis taught school during her young adult life and relished the memory of “driving” to work on horseback. She assisted with Vance’s oil business, followed by their many years in the Albany Chevrolet dealership, finishing her professional work life in the banking business in Gallatin and New Hampton, Missouri.

But with that she was only getting started. Her ties to Albany and the surrounding communities were deep-rooted and extensive. Avis was uncommonly generous and gave both her time and financial support to various community projects over the decades. Instead of “retiring” at 65, Avis became even more involved in local, state and national activities.

Community Service
Avis was a Founding Member of the Albany Community Betterment program in 1963; an organization she loved and served for over 46 years. During that time, she was an influential and driving force behind many economic and community betterment projects, not only in Albany but other towns as well. Avis received the organization’s Leadership Certificate in 1999 and the Adult Leadership Award in 2008. She was named Volunteer of the Year in 2011 for the Northwest Region and received the prestigious state Ambassador Award in 2013. In addition, she assisted in helping New Hampton initiate its participation in the Community Betterment Program.

Avis was appointed by various Governors to serve on state agencies. She served six years with the State of Missouri’s Environmental Improvement and Energy Resources Authority—two as Chairman. She was chairwoman of the Missouri Agriculture and Small Business Development Authority from 1998-2000. She served on the Northwest Missouri Regional Solid Waste Management District for over 11 years.

In Albany, Avis was a member of the United Methodist Church, she served many years on the city Park Board, city Council and the Long-Range Planning Committee for the Albany R-III School District.
Avis contributed her time and donated resources to many other local projects over the years, including the Hundley-Whaley Learning Discovery Center, the Carnegie library and the restoration of the Albany R-III High School performing stage. She cared deeply about her community.

BPW
Avis was a founding member of the local Business and Professional Women’s (BPW) chapter and dedicated many years to its growth and success. She served at the local, district and state level of BPW including serving as the Missouri State President. She spent six years at the national level with the National BPW/USA Foundation Board of Directors, serving as Vice President for two years. One of her most memorable moments with the organization was ringing the Closing Bell at the New York Stock Exchange in 2003.

Politics
Avis served on the Athens Township Democratic Committee, and was President of the Sixth District Women’s Club. In 1996 she was elected an at-large delegate to the National Democratic Convention. On the occasion of her 90th birthday in 2013, her lifetime of service was commended in the Federal Congressional Record by Representative Sam Graves.

Beta Sigma Phi
Avis was a proud member of Beta Sigma Phi in Albany. She was honored by her fellow sorority members with a very special 60-year service award pin in 2018.

Banking
Through the Bank of Gallatin and the First State Bank of New Hampton, she and her husband Vance were active for many years in the business communities of the local and regional area. She became President of The Bank of Gallatin and The First State Bank of New Hampton following Vance’s death. Avis was a Board Member of the Missouri Independent Bankers Association, serving over 30 years in different capacities and on many committees. She was appointed Director Emeritus of the Missouri Independent Bankers Association in 1998.

She was a respected business associate of some, a friend to many and a beloved mother, grandmother and great-grandmother to her family.

Avis is survived by her sister Joan Ruppe, three children—Larry and his wife Darlene, Jean Ann and Stan and his wife Betsy. She leaves four grandchildren, Scott Parman, Aly Pitts, Lyndsey Goodman, Matthew Parman and three step-grandchildren Michael Durrant, Kirby Gaughan and Claire Durrant, plus many loving great-grandchildren, nieces and nephews.

“Thank you” to Pineview Manor and to Linda Whitaker, her longtime caregiver.

Graveside Service and Burial: 3:00 PM Tuesday, May 26 at the Grandview Cemetery, Albany, Missouri. Open visitation will be 10:30 AM to 2:30 PM on Tuesday at the Roberson-Polley Chapel, Albany.
In lieu of flowers, tax-deductible memorial donations may be made to the Parman Family Foundation where you may designate your preference for funding the Vance and Avis Parman Scholarship for seniors at the Albany R-III High School, the Carnegie Public Library, the Albany Community Foundation or the local/regional BPW. Johnson Controls Workers On Strike

Johnson Controls workers have been on strike at the Albany Plant since May 17th, demanding better pay and better working conditions. David Steele, a union rep for Sheet Metal Workers Local #2, which represents the workers, said that the strike was about poor working conditions, low pay, excessive overtime, and not enough family time for employees. “Some overtime is OK, but too much is not,” he said. The strike began after the union rejected a contract. Subsequently, the union made a proposal to the company which was rejected. Steele said that they would work out dates to meet after Memorial Day Weekend.

Steele said that the workers had done everything that was asked of them. Previously, Johnson Controls nearly closed the plant and moved to Mexico in 2006, only for workers to pick up production and get the closure postponed indefinitely. “And here we are 14 years later,” he said. “We were turning in more profits than expected, and corporate saw for themselves that this was a good plant.” He said that this time, the issue was not with corporate headquarters, but with local management, which he said was not respecting workers’ work/life balance.

Steve Ruch, another union representative, told the Express that one issue was with open overtimes, meaning that the company could call in workers to work overtime at any time, for up to 12 hours at a time and 60 hours a week. “It just doesn’t work out for our workers,” he said. “We all have families.”
Ever since the strike broke out, workers have been picketing the plant daily and holding signs. One person spun their tires and drove off, but many others honked horns in support of the workers.

Obituary -- Alberta Fowler 1925-2020

Alberta Belle Fowler, 94, Eagleville, MO passed away Monday, May 11, 2020 at the Worth County Care & Rehab Center.

She was born in Ringgold County, Iowa on August 30, 1925 the daughter of Henry and Ethel (Laird) Casady.

Alberta visited her father during a long illness. She and her dad were always great pals and especially enjoyed horseback riding, playing checkers, and singing hymns together. After his death, she and her mother spent a lot of time together. Her mother, who was a wonderful homemaker, gave her many tips which helped her through the years. She was the youngest of the family and received a lot of attention from her three sisters, Lovena, Edna, and Anna Beth but it was said she didn’t “spoil” easily and was a very giving person.

She attended school at Shady Grove Rural School in Iowa until they moved to Missouri in 1934 and she went to Eagleville School, High Point Rural School, and Bethany School. In 1941, she and her parents moved to Blythedale where she graduated from Blythedale High School in 1943.

After graduating, she attended school at Maryville State Teachers College during the summers and taught in rural schools.

In the fall of 1945, she met Randall Fowler who had just returned from the Pacific after serving during World War II. Alberta was teaching at Cisco School and soon after Randall got home, a box supper was held at the school. Randall told his sister, Carol, who was a student of Alberta’s, that he was going to buy the teacher’s box. He had to pay pretty dearly for the box, but it must have been worth it because it started a romance that lasted for almost 58 years.

Alberta and Randall were married May 4, 1946. She was immediately accepted by Randall’s family and they always enjoyed their reunions and with Randall’s help, they hosted many together in their home. Two sons were born to them, Michael Albert and Thomas Randall Fowler.

After their marriage, Randall and Alberta lived in Blythedale before moving to Eagleville in 1955 to be nearer to Randall’s work with the Missouri State Highway Department.

After Randall’s death in 2003, Alberta continued to live in the home where she and Randall had lived for 49 years. Their sons were very special to them maybe because Mike was their first born and Tom because they had hoped for another child soon and he didn’t arrive until almost 12 years later. They were their pride and joy as were their grandchildren.

Alberta had many friends which she prized dearly. She was known for her ready smile.

She was baptized at an early age at the Bethany Christian Church in Bethany and continued to follow that faith for the rest of her life. She later changed her membership to Blythedale Christian Church and then to Eagleville Christian Church where she had been a member since 1959. She belonged to GFWC New 20th Century Club, charter member of the Modernette Club, Christian Women’s Fellowship, and the American Legion Auxiliary. She was an avid member of the “Red Hat Friends” and also served on the North Harrison School Board.

She was preceded in death by her parents; husband, and three sisters, Lovena Horst, Anna Beth Lewis and Edna Murray.

Alberta is survived by her sons, Mike (Cindy) Fowler, Independence, MO and Tom Fowler, Easton, MO; grandchildren, Ross (Carey) Fowler, Meghan (Matt) Bogert; great grandchildren, Hayden and Grace Fowler, Grant, Abbie, and Leah Bogert; and several nieces, nephews, and friends.

Funeral Services with Social Distancing Measures were held at 2:00 p.m. Friday, May 15 at Eagleville Christian Church, Eagleville, MO under the direction of Roberson Funeral Home, Eagleville, MO. Burial was at Cedar Hill Cemetery, Blythedale, MO. Memorials may be made to the Eagleville Christian Church and/or Blythedale Alumni Scholarship Fund in care of Roberson Funeral Home, P.O. Box 46, Eagleville, MO 64442. Online condolences may be left at www.robersonfuneralhome.com

MSBA Recommends Year Round School, Elimination of Sports

On Friday, the Missouri School Board Association recommended year round school and the elimination of sports. In their 97 page document, they made the following additional recommendations:
–Cancellation of band, choir, and other large classes;
–Elimination of student assemblies, library time, and the use of the media center;
–More classes outside;
–Implement homerooms where students remain in one room and teachers rotate classrooms.
The document is not a one size fits all document, and is not required by law to be implemented, but provides examples of protocols that schools could implement as feasible. Recommendations will evolve as new information about the Coronavirus becomes available.
The guidelines in question are ideas for districts to consider. The plans in question address worst-case scenarios. The actual changes made will be a decision made by local school boards, in conjunction with county commissioners and local departments of health. Administrators are currently developing plans to present to local boards.

Worth County Graduation May 23rd

The Worth County R-III High School will hold the graduation ceremony for the Class of 2020 on Saturday, May 23, 2020 at 5:00 pm at the Matteson Memorial Football Field, weather permitting.

“We deliberated a long time and held off on graduation hoping that we would be able to allow as many family members to attend,” said Jon Adwell, high school principal. “Unfortunately, we have several graduates that will begin their next chapter in life the last week of May and first week of June. Memorial Weekend is the last weekend that we can hold graduation and have everyone attend the ceremony.”

The administration will determine on May 21 if the weather looks favorable for the outdoor ceremony on Saturday, May 23.  The high school has two contingency plans in case the weather is not.  The ceremony may be pushed to Sunday, May 24, or may be moved indoors to the gymnasium.  If the ceremony is moved indoors, then the guests per graduate will be limited to stay within the Governor’s guidelines for room capacity during the current phase of reopening the state to social gatherings.

“Even in the football stadium those families and guests sitting in the bleachers will need to maintain the required social distancing between family groups,” said Adwell. “With the outdoor venue we hope more people can view the ceremony from their cars or standing along the fence.”

Grassbank Project Launched at Dunn Ranch

This spring, the Nature Conservancy launched its first grassbank project at Dunn Ranch Prairie near Hatfield. Last week, they welcomed the first herd of cattle to the grassbank pastures. Three generations of the Rolling Prairie Ranch family from Hatfield, MO were on-hand as the cattle made their way into the fields.

Grassbanks are a time-tested way to enhance management flexibility, build larger scale collaboration and efficiently support conservation of important lands and waters. Over the next three years, TNC will be partnering with Rolling Prairie Ranch and another local rancher who will bring their cattle to graze on two specific pastures on the prairie. This grassbank project has a very strategic purpose—to increase native habitat across the Grand River Grasslands.

In return, the ranchers will select and implement sustainable grazing practices, such as removing fescue and planting native grasses on their own land. Each herd will consist of 100 head of cattle. They will remain on Dunn Ranch Prairie until mid-June when they will be removed to give the natives and warm season grasses some time to grow. The cattle will then be brought back in mid-August and will remain on the pastures until October.

Grasslands are the least protected habitat on earth. This grassbank gives ranchers the ability and time to adopt and establish sustainable practices on their land, keeping our grasslands ecologically intact and economically productive.
