Grant City Plans to Move Helipad to Basketball Court; Mission Possible Looking at NW Corner of Square

Big plans for the City of Grant City were discussed at the regular Grant City Council Meeting Wednesday night. Ben Fletcher of the Grant City Fire Department gave a presentation on the progress of the helipad project. This will allow emergency personnel to life flight people more safely. The initial location was not ideal, because pilots may not land at night; landing at night is up to the discretion of the pilots. The ideal location is a 100 foot by 100 foot safety zone, accessible by emergency vehicles, and with electricity for night landings.

The most suitable location for a helipad was the basketball court, which is deteriorating and in need of replacement anyway. Economic Developer Gene Auten, who was at the meeting, said he was looking into funding for a new basketball court. Ideally, he said that it should be located in the middle of town; locations around the square were discussed, along with a vacant lot just south of the firehouse. The Pool Park only has enough room for half a court, and would create clutter. There is currently a basketball court that kids can play on at the school.

The helipad would be accessible from 4th street, which would take the least amount of dirtwork. The old siren would come down, but the new one, which is currently being used, would stay up. The horseshoe pitch would go. The city voted to donate the area to the Fire Department.

The other big change to the town discussed Wednesday was the possible location of Mission Possible at the northwest corner of the square. Marti Myers, who represented Mission Possible, said they were looking at grant money to build a one story building on three of the old lots that were destroyed by the Square Fire several years ago. Mayor Debbie Roach signed off on a statement saying it did not conflict with city plans. The plan includes purchasing the lots from the three owners, and the city voted to waive a tax lien on one of the properties contingent on the owner turning the lot over to the project.

Auten reported that the Progress Organization had gotten rid of 10 abandoned homes last year, and that there were 4-5 so far this year that were on their list to demolish. The next house on the demolition list is on Smith Street in Chinatown as soon as the weather cooperates. Another abandoned home that was on the shortlist was the pink home near Dave Lewis’ on the west end of town.

The council voted to award C&S Electric the bid to rewire the Pool Park for $2,156.
Public Works Director Carl Staton reported that city crews had been pothole patching, sweeping the streets, and putting on gravel.

Water Superintendent Caleb Moyer reported that a pump on the 7th Street lift station had failed, they were on the spare, and that they needed a new one. The Council authorized the purchase of a new pump. The city obtained three bids, and voted to award the bid to Allied Systems for a cost of $10,166.28.

Clerk Ayvonne Morin reported there were already 2-3 applications for lifeguards for the pool season this year. The city donated a pool pass for the Worth County After-Prom.

The city sent out two letters of violation to property owners in town. The council authorized a third letter of violation.

The council went into closed session. Councilman Bruce Downing made a motion to approve a 2% cost of living increase for employees; that motion died due to lack of second. Michael Chapman made a motion to approve a 3% increase, which was approved. The city will next discuss raises after the employee evaluation in December.

Mustang Baseball Wins Opener as Jordan Jenkins Carries Team

Jordan Jenkins carried North Nodaway’s baseball team with his bat, his glove, and his arm at various points in the game as North Nodaway survived DeKalb’s efforts to get back in the game and finally run-ruled them 13-3 after six innings. DeKalb had already gotten two games under their belt, so they were playing at an advantage, while North Nodaway had only gotten outdoors three times all year. DeKalb came in hungry to get a rare win after having won one game on the field last year and another by forfeit their first year.

Nonetheless, it was North Nodaway who got out of the gate early after pitcher Logan Keho shut down the Tigers in order in the first. Jordan Jenkins shot into left just past third. There was a heartstopping moment as Tyler Bix hit a shot off pitcher Wyatt Ashpaugh to shortstop Darrin McElfresh that he had no play on. Bix crumpled up as he fell over first base just like Makayla Cross did a couple of years ago in a district softball game with North Andrew, but fortunately, despite holding his knee, he was able to walk it off and stay in the game. Karson Oberhauser moved them to third with a groundout to first, and then Arron Coleman hit a shot off Ashpaugh and the base umpire into right field for a base hit as Jenkins scored. Bix came in to score and the throw got away from catcher Josh Bomberger as Coleman took second with North Nodaway up 2-0. Coleman took third on a wild pitch, and came home on Dalton Smyser’s groundout to make it 3-0 after one.

Keho continued to cruise through the second as he only allowed Tyler Matson’s pop fly single to center. He helped himself out in the bottom of the inning as he squibbed one down the line just fair and beat it out for a scratch hit. Andrew Blackford walked and Cody Cline singled just past second as everybody advanced 90 feet. The cutoff throw got away and Keho scored, moving Blackford to third. Jordan Jenkins walked and Tyler Bix singled to right as Blackford and Cline scored. Bix was out in a rundown between first and second, but Jenkins was able to score before DeKalb could get Bix tagged out and North Nodaway led 7-0.

Logan Keho struck out the first two batters of the third, but then got into trouble, fighting the strike zone and walking Bomberger and Kolbie Hargrave. Ashpaugh, DeKalb’s best hitter, was due up, and North Nodaway intentionally walked him. But then Keho walked Darrin McElfresh on four pitches, forcing in a run, and he was finished, moving to center as Bix came in to pitch. Bix got Tyler Matson to hit a pop to first baseman Ryan Riley in foul territory behind first to get out of the third.
North Nodaway had trouble solving Monty Mydland’s big slow breaking ball and couldn’t do anything with him in the fourth. Bix got Drake Miller out to start the fourth, but then Ryan Riley dropped Bix’s throw after butterfingering it as Coyote Henderson reached safely. Bix walked the bases full, and Josh Bomberger singled in two to make it 7-3. Kolbie Hargrave walked to load the bases and bring the tying run in Ashpaugh up to the plate.

At that point, Jordan Jenkins came in to pitch for North Nodaway. He uncorked a wild pitch and Jared McElfresh made a dash to the plate. But catcher Karson Oberhauser got to the ball and got back to the plate in time to make the tag to kill DeKalb’s momentum. McElfresh hit a towering pop fly gathered in by Bix at short for the final out.

North Nodaway could not get on the board in the fourth, as Jenkins was thrown out trying to steal third. But Drexel Richardson, who had just been inserted in right by Coach Jake Shipman, made a running catch of Darrin McElfresh’s deep drive to right to keep the Tigers off the board in the fifth. The Mustangs were tentative at the plate in their half of the fifth and went nowhere, but they got the momentum again with an outstanding defensive play in the sixth.

With one out, Zach Novonty walked for DeKalb and stole second. It looked like Jordan Jenkins was starting to tire at that point. Jared McElfresh hit a pop fly that looked like it might drop in for a scratch hit. But Jenkins made a running catch near the first base line and then threw a laser beam to Bix at short for the tag and the double play.

That opened the floodgates for North Nodaway in their half of the sixth. Jordan Jenkins hit a screamer, but right at the pitcher for the first out. But Tyler Bix walked and was safe at second when shortstop Darrin McElfresh dropped a force. Arron Coleman and Dalton Smyser were hit by pitches to force in a run. Ryan Riley was seemingly handcuffed by the hard-throwing Drake Miller, but finally caught hold of one and drove it into center for two more runs to make it 10-3. Dalton Smyser was safe at third on the play and Riley advanced to second. Logan Keho reached on a dropped third strike as the ball got away on a wild pitch and Smyser scored. Keho stole second, and Andrew Blackford hit a solid shot back to the mound. Riley was caught in a rundown between third and home, but escaped Miller’s tag to score. Drexel Richardson and Jordan Jenkins walked to force in the final run.

Rising Census Leads to Changes in WCCC Alzheimer’s Program

Rising census figures led to some changes in the Worth County Care & Rehab Center’s Alzheimer’s program, Administrator Kelly Summa told the board at their regular meeting Wednesday. The census has risen from the teens to 24 residents and has held steady for the last few months. Summa did some checking and found that the facility could offer an Alzheimer’s program, accept patients under the program, and not have to block off an entire wing of the facility. The Activity Room could still be used as it is now.

The facility would have to secure all Alzheimer’s doors and all side doors except for the front door in order to keep residents from wandering off. The facility could set up a support group for families with a loved one with the disease. That would allow for more flexibility in staffing and in placing residents. If the facility were to create an Alzheimer’s Unit, it would have required them to run it separately and hire entirely separate staff.

The facility will get approval from the state for the program, purchase locks, and have the state come and inspect the facility. The goal is to have the Alzheimer’s Program running by mid-April.
Another revenue generator that is already up and running for the facility is a CNA program. The facility is one of the few in the area that can offer such classes; King City plans to bring five people to the facility for a training in April.

The facility is still in the process of trying to fix a plumbing problem. Digging of the bathroom in the west wing did not find the pipes they were looking for.

Summa reported the facility had gotten some shelves from the Shopko in St. Joseph that is closing down; they will be used for the basement and the shed. The store donated a bunch of items to the facility.

The facility has hired Randy Fletchall for the maintenance position to work with Alec Ware.
Board member Patty Spainhower will not be seeking reelection after 10 years of service. She will assume the role of dietary cook under the direction of Summa. The board will appoint a new member for East Fletchall, since nobody filed for the position.

Summa and board members reported a lot of positive feedback from the Farm to Table Program, where people can give food from the garden to residents, subject to certain rules.

The facility is seeking bids for mowing the facility. They are also looking for someone to do the flower beds. A new front door will be put in. The facility will sell off unneeded items at a future garage sale.

Proposed Bill Would Combine Worth, Nodaway, and Gentry Counties

A proposed bill, House Joint Resolution 55, making its way through the Missouri House would combine several different counties throughout the state. Included in the proposed consolidation are Worth, Nodaway, and Gentry Counties, which would be consolidated under one county. Mercer and Harrison Counties would also be combined.

The bill was sponsored by Rep. Gina Mitten (D-83), who represents a St. Louis area district. It was introduced and read the first time on February 28th and read a second time on March 1st. There are currently no hearings scheduled on the bill. There are no co-sponsors.

The bill is a ballot measure which, if passed by both houses, would go before Missouri voters. It would be on the November 2020 ballot or at a special election to be called by the governor. It would amend Article VI of the Missouri Constitution.

The measure would consolidate 31 counties in Missouri into 14. Each new consolidated county would have the name of the county in its grouping that had the largest population on January 1st, 2021. Hence, Gentry and Worth Counties would become part of Nodaway County, while Mercer County would become part of Harrison County.

If the measure passes the legislature and is then passed by voters, each of these counties would begin a two-year transition period with a chief executive appointed. That chief executive position would then become an elected official, and employ staff from all three counties to assist him or her.

All persons serving as commissioners as of January 1st, 2019, would serve until the November 2022 election. Three new commissioners would then be elected to serve the consolidated counties. The one with the most votes would serve for six years; the one with the next most would serve for four years, while the one with the next most would serve for two years. Terms of each commissioner would then be six year terms.

Under the bill, the following counties would be consolidated:
–Atchison and Holt;
–Barton and Dade;
–Caldwell and Daviess;
–Carter, Reynolds, and Shannon;
–Clark and Lewis;
–Douglas and Ozark;
–Gentry, Nodaway, and Worth;
–Harrison and Mercer;
–Hickory and Saint Clair;
–Knox, Schuyler, and Scotland;
–Maries and Osage;
–Monroe and Shelby;
–Putnam and Sullivan.

State Representative Allen Andrews said that this measure was filed in response to talk of a similar measure merging St. Louis and St. Louis County. Andrews said that the only people who should be allowed to vote to merge jurisdictions should be the local citizens. “Please know, this legislation is going nowhere,” he wrote on Facebook from his personal account. “I started working to shut this down the moment I saw it. You elected me as a gatekeeper for determining what legislation gets out. I’m making sure HJR 55 stays in the hog pen.”

Obituary -- Frances Smith 1921-2019

Sweet, smart, spiritual, silly and clever, stubborn and unwavering in her commitments to her faith, to her Paul, and to all her family and to her friends…that was Frances Smith.

Frances’ father, Ezra Smith, passed away as the result of an accident with a team of horses when Frances was six.  The early loss of her father did a lot to shape Frances into a kind, quietly determined woman who was driven to be able to support herself and to have a loving family.

Frances’ mother, Nellie, remarried in 1936 to George Allabac who was a good provider, but having a quietly, determined daughter was not always easy for George or for Nellie.

In 4-H Frances did well and earned enough money through awards to pay for her first year of college.  With Nellie’s support and George’s loud objections, Frances packed her suitcase and went to Northwest Missouri State Teachers’ College in Maryville, MO.  During that first year, Frances attended a church youth group picnic and met a young man from Iowa known as Paul Jennings Smith.  George and Nellie both liked Paul because they believed he would be kind to their daughter and be able to provide for a family the couple might one day have, and George adjusted to changing times and the idea of having a daughter in college.  The friendship between Paul and Frances deepened into love that was sustained through letters when World War II interrupted their college years.  Paul served in the United States Navy, and Frances began teaching in Rock Port, Mo after having graduated from college with a double major in English and business.  Frances saved the letters she received from the young gentleman in the Navy, and her daughter Marcia recalls reading those special letters her mother received.

Frances and Paul Smith were married on December 20, 1944 when Paul was home on leave.  They packed their lives in one suitcase and Paul’s seabag.  While Paul served in the Navy, Frances was able to follow from port city to port city and worked in offices in Seattle, San Diego, and San Francisco.  In Chicago where Paul worked at the Naval Recruiting Station, Frances was employed at the Bell Telephone Company as a member of the general secretarial pool.  Her excellent understanding of English grammar and word usage, writing, typing and shorthand were noticed by the President of the Bell Telephone Company.  Subsequently, Frances was promoted to the position of chief executive secretary to the president of the company.  Her work was so valued by her employer, he offered Paul an executive position with the company to begin at the conclusion of the war.  However, neither Frances nor Paul wanted to permanently live in Chicago and raise children there so they moved to Lafayette, LA to allow Paul to complete an agriculture degree which was funded by the GI Bill.  Soon after graduation, they returned to Blockton and purchased a farm with the saving from Paul’s naval salary and Frances’ savings from her office positions.  The 40 acres was near Paul’s parents, and every window in the house on the property was broken and there was no running water.  With the help of neighbors, Uncle Frank Fink and Louis Clayton, a water line was dug to the house, and Frances began growing vegetables in a large garden, raising chickens in a brooder house, and turning the house into their home.

Actively involved in her community, Frances was a member of the Blockton Christian Church, Christian Women’s Fellowship, Friends of Family who provide funeral meals, and the Good Neighbor Club.  Frances was also charter member of The Pinochle Club whose members still play cards on a regular basis.  A member of Eastern Star, PEO, serving on the Township Election Board, and substitute teaching, rounded out Frances’ life.

Frances and Paul were blessed with 70 years of marriage in 2014.  Their deep love and respect for each other serves as an example.  Frances was preceded in death by her husband Paul, their daughter Paula Lynette, her parents Ezra and Nellie Smith (Allabac) and stepfather George Allabac.  Also preceding Frances in death were sister-in-law Gayle Hilt and her husband Edward, sister-in-law Maxine Kean and her husband Daniel J. Kean.

Surviving this quietly, determined woman are her children Marcia (Smith) Allen and husband Gary of Corning, IA; Kenneth and his wife Linda of Maryville, Mo; six grandchildren and their spouses and special friends, and seven great-grandchildren.

Frances is in heaven, listening to the angels sing, hugging Paul and Paula, and enjoying the company of beloved family and friends.  Frances is greatly loved, and she will be greatly missed.

Memorials may directed to the Blockton Christian Church, Blockton Community Hall or Mount Ayr Health Care Center.

The game was a slugfest, with Iowa Central getting 16 hits and Ranger College getting 14. But Iowa Central took advantage of four errors to stay in front and broke it open in the fifth with three runs to go up 10-5. Payton Adwell was 1 for 3 in the game.

Iowa Central 7, Hill College 0
Iowa Central closed off their Texas trip by easily handling Hill College. They scored in all but two innings in the win. Payton Adwell was 0 for 1, and caught Kallie Malloy and Breanna Small, who combined on a three hit shutout and struck out five.

State Bill Would Strike Down Worth County Ordinance on Hog Farms

A bill working its way through the Missouri Senate, Senate Bill 391, would overturn a health ordinance passed several years ago by the Worth County Commission. It would prohibit counties from passing rules and regulations on any agricultural operations that are more stringent than regulations at the state level.

Currently, Worth County has one animal confinement operation near Irena. Several years ago, in response to another effort to put in a hog confinement operation south of Grant City, Worth County commissioners passed a massive health ordinance that imposed strict licensing requirements, required public hearings on such operations every year, and placed the Tri-County Health Department in charge of regulating them. The passage of the ordinance followed two raucous meetings in the Courtroom lobby in which both supporters and opponents of hog confinement operations argued over the ordinance.

About 25 years ago, a hog confinement company sought to locate a facility south of Sheridan and set up a public meeting to discuss the plan in the back of the Bank building. There were a lot of people present. About halfway through the presentation, the late Hale Sanders stood up and walked out of the presentation. The facility was never built. That, in part, was what prompted the City of Sheridan to dig two wells, one on the north end and one on the south end of town, to protect the city water supply against any possible manure runoff.

In 2010, at the Ketcham Center at North Central Missouri College in Trenton, what was billed as a public hearing for Premium Standard (now Smithfield) over a massive lawsuit that the state was filing against them turned into a gigantic pep rally for Premium Standard. Over 3,000 people filled the facility as speaker after speaker touted the economic benefits that the operation brought to the area. The operation was built after the area was gutted even more than usual by the Farm Crisis of the 1980’s. The state was seeking to enforce environmental laws that it said that Premium Standard was in breach of.

The Missouri Cattlemen’s Association is pushing Senate Bill 391 hard. Its president, Bobby Simpson, testified in favor of the legislation, saying the present policy does not provide regulatory certainty. He said in his testimony, “Counties should not have the power to put law-abiding people out of business. There are stringent laws, rules, and regulations rooted in sound science at the state level to ensure people, animals, the land, and its resources are protected.”

Other supporters say that the present policy keeps young people from taking up farming. Traves Merrick, a 5th generation farmer from Miller (MO) testified that the average age of a farmer is now almost 60, and less than five percent are under 35. He testified, “If we do not repopulate the land with the next generation, consumers will be paying more for food, and more of it will have to be imported.” As part of his trade war with China, President Donald Trump has imposed massive tariffs on Chinese goods.

Opponents cite environmental and water quality concerns. They also cite odor problems. While the hog facility just south of the Worth-Gentry County line was in operation, periodic winds would blow the odor north, and people could smell the odor as far north as Grant City. We can smell the odor from the hog operation between Sheridan and Bedford about once or twice a year; the late columnist Mickey Floyd, who lived farther away, west of town, swore he smelled the odor from the facility regularly.

Payton Craig, North Central Off to 4-0 Start

Former North Harrison softball standout Payton Craig has picked up where she left off as a Shamrock. She is now playing for the North Central Missouri College Pirates; while she may look different wearing red, she got her old number, 8, back.

Other local players playing on the team include Taylor McQueen (Stanberry), Josie Deen (Jefferson), and Vivian Allen (Princeton).

The Pirates have jumped out to a 4-0 start after their first road trip of the year last Monday and Tuesday. In their first game, a 9-0 win over North Arkansas, Payton Craig started and was caught by Josie Deen. She was 1 for 2 with a run scored. Deen was 1 for 2 with a run scored, a walk, and an RBI. The Pirates overcame six double plays to get the nine runs.

Payton Craig pitched three innings and gave up one hit and struck out three, with no walks. Kaitlyn Marsh finished the game, pitching the last two innings for the run rule win.

In North Central’s second game, the Pirates won 5-3. Payton Craig was 1 for 3 with a run scored and a stolen base. She played shortstop. North Central jumped out to a 2-0 lead after the top of the fifth. They raised it to 4-1 after the top of the sixth. North Arkansas scored one in the sixth to make it 4-2. The Pirates scored an insurance run in the seventh to make it 5-2, and the Pioneers came up short in the bottom of the seventh. Alex Miller pitched five and one thirds innings and allowed no hits, striking out 11 for the Pirates.

The third game was a cliffhanger for the Pirates, as they jumped out to a 3-1 lead over North Arkansas after two, only to see the Pioneers come back to score three in the bottom of the third to take a 4-3 lead. The Pirate bats were silent until the sixth, when they scored three to make it 6-4. North Arkansas came back to tie it up, only for North Central to push one across in the seventh for the 7-6 win.

Payton Craig started in the third game and was 1 for 4 with two runs driven in. Josie Deen played second and was 0 for 3, but drove in a run. Taylor McQueen pinch-ran and scored a run.

The fourth game was the easiest, as the Pirates ran up a 17-1 run-run win after five innings. Payton Craig was 1 for 1 with a run scored and an RBI that game. Vivian Allen was 1 for 1 with a run scored and two RBI’s, seeing her first action. Payton Craig tossed three innings in the win.
