The Hopkins City Council, at their regular May meeting, voted to award the bid for street repairs to Mid-America Road Builders for a cost not to exceed $37,816.80. The repairs will cover the following streets:
—Fifth street, Roseberry to Barnard.
—Fifth street, Ada to McPherson.
—Caroline, Second street to Third.
—Phelps, Second street to Third.
—East Craig, Fifth street to Ninth.
—Ninth street, East Barnard to Warren at Eighth.
—Ninth street, Roseberry to Barnard.
The work includes installing an upgraded hydrant where Hopkins had a major leak earlier this year.
The city certified the results from April 8th. Mayor Matt Wray was reelected with 14 votes. Councilman Bryson Allen was reelected with 42 votes. Shadoe Miller was elected with 19 votes. Write-in Roberta Boys received 17 votes. The general tax levy passed with 34 yes votes and 15 no votes. Wray, Allen, and Miller were all sworn in. Andy Richards did not seek reelection.
Allan Thompson was elected President of the Board. Rick Gladman and Shadow Miller were named to the Finance Board. Shadoe Miller and Bryson Allen were named to the Street Board. Rick Gladman and Bryson Allen were named to represent the city on the Cemetery Board.
Rick Gladman presented information about the trailer that the city says needs to be torn down. The owners of the trailer and the land in question are two different people.
The cemetery mowing bid was tabled after concern was raised that the current mower does not have a contract with the city.
The council voted to close the streets from midnight August 5th to midnight August 10th for the Hopkins Picnic. The city reserves the right to enforce all city ordinances. The city directed the Hopkins Community Club to rope off the area of 101 to 105 North 3rd Street.
The council voted to sign an agreement allowing Nodaway County to collect taxes for the city. The county will provide the city with a delinquent tax list no later than April 1st of each year along with any abatements or additions on a monthly basis. The county will remit to the city any current or delinquent taxes collected on a monthly bases.
The city will pay the county 1% for all taxes collected along with an additional 1/2% to the Collector/Treasurer for all current real estate, commercial, and personal property taxes, 3% for the collection of current railroad and utility taxes, delinquent real estate, delinquent commercial, and delinquent personal property taxes, and a 2% add-on paid by taxpayers.
Jerri Dearmont of the Northwest Missouri Regional Council presented the sole fire truck bid from Rosenbauer/Heiman Fire Equipment for $497,326. Of that, $494,852 will be paid from proceeds of the CDBG grant that the city and the Hopkins Fire Department received. The Hopkins Fire Department will pay the remaining $2,474. The council voted to accept the bid.
Discussion was held about a tractor-trailer that is parking on Fourth street across from the Post Office. The council directed the city to ask the owner to move the vehicle to another area.
A citizen had a sewer backup due to a repair on the city pipe. An insurance claim paid for all but $251 for the cost of cleanup and replacement of flooring. The council voted to reimburse the citizen the $251 that the insurance didn’t pay and $749 for the inconvenience of being unable to stay in her own home for a time.
Another citizen asked about the fence ordinance. The city does not have an ordinance simply on fences. They also asked about hours for the city. The clerk had been sick recently. Hours, as listed on the window outside City Hall, are Monday from 10-5, Tuesday from 8-noon, Thursday from 8-10, and every third Saturday from 9-noon. O Tax is open on Wednesday from 9-4.
The Hopkins Housing trash dumpster was full right after the garbage was picked up. They were cleaning out an apartment.
A pickup recently sold by the city still has the city plates on it. Chris Bird will speak to the new owner.
