Cell phone numbers are generally excluded from printed telephone books and directory assistance services. While there is a major effort to form a cell phone directory, known as Qsent, this is an opt-in service. It is illegal for marketers to use auto-dialers to call wireless phone numbers.
It is true that there is a National Do Not Call Registry. People can register by phone by calling (888) 382-1222. Generally, political organizations, not-for-profits, and organizations conducting surveys can still call. But it is generally illegal for telemarketers to call numbers listed on the registry.
