County Revises Leave of Absence Policy for Employees



Presiding Commissioner Findley called the meeting to order at 9:14 am September 4th.

1.       Clerk Roberta Owens presented the commissioners with various paperwork items. Commissioner Dennis Gabbert made a motion to continue with the Northwest Missouri Regional Council of Governments membership contract. Cost for the county will be the unincorporated census count of 944 times $.35 for a total of $330.40. 
2.       Clerk Roberta Owens made the recommendation that the commissioners change the Personnel Manuel to reflect the Department of Labor Family Medical Leave Act for time granted for medical leave, to be in compliance of the County Employees Retirement Fund.  Commissioner Rob Ruckman made a motion to update the Personnel Manuel in section five of titled Leave of Absence.  Remove: The granting of a leave of absence is totally within the discretion of the County Commission, and will not be made when an employee has a balance of compensatory time and vacation time. Change to:  Eligible employees are entitled to twelve workweeks of leave in a 12 month period. Commissioner Dennis Gabbert seconded. All in favor, motion carried.
Change 2. Commissioner Dennis Gabbert made a motion to change the Manuel’s Workers comp time to say; All Workers comp time must be used in a calendar year unless permission is granted by commissioners. Commissioner Rob Ruckman seconded. All in favor, motion carried.
3.       Commissioner Rob Ruckman reported the gas prices as $3.629 and diesel as $3.979  
4.       Commissioner Rob Ruckman made a motion to approve the minutes and agenda. Commissioner Dennis Gabbert seconded. All in favor, motion carried.
5.       Treasurer Linda Brown presented the weekly balance sheet, payroll, and bills.
6.       Commissioner Dennis Gabbert made a motion to approve the bills and payroll. Commissioner Rob Ruckman seconded. All in favor, motion carried.
7.       Pat Kobbe stopped with the bill for her new Emergency Management computer. Commissioner Rob Ruckman made a motion to pay for the computer out of the Flood and Ice fund. Commissioner Dennis Gabbert seconded. All in favor, motion carried.
8.       Tammy Ueligger, Economic Developer report:
9.       Bid Openings. Commissioners opened the sealed bids for a pickup for the Sheriff’s department.

              Commissioner Rob Ruckman made a motion to table the purchase until Sheriff Terry Sheddrick has a chance to  
              look at some of the trucks that were bid. Commissioner Dennis Gabbert seconded. All in favor, motion carried.

10.   Road and Bridge Foreman Jim Fletchall’s report:
·         Some of the areas that need seed and mulch have tall weeds growing there now.
·         Dozer still has a problem even after installation of new pump.
·         Jeep needs a carburetor kit
·         CR 189 has seen some improvement on brush removal.
·         Findley reported that Louise Ross called and the fence has been moved from the area in question on CR 122W


11.   Commissioner Dennis Gabbert made a motion to adjourn for lunch and road inspection and Semi final Bridge inspection of the BRO-NBILB113(16) bridge south of Worth at 12:00p.m. Commissioner Rob Ruckman seconded. All in favor, motion carried.  The meeting adjourned for the day at 2:30pm from the bridge site
