Legislature Extends Rule Allowing Retired Teachers to Substitute

On Monday, the Missouri Independent reported that the Missouri Legislature passed a law which extends a rule allowing retired teachers to be substitute teachers without losing their retirement pay. The rule was set to expire this year, but Monday’s legislation extended it to 2030. It was attached to a bipartisan education package, which passed and awaits Governor Mike Kehoe’s signature.

This is different from a rule that allows retirees to work full-time for four years, which was passed in 2023 and remains in place.

The measure was passed to address continuing teacher shortages; there were over 12,000 vacancies as of July 1st, 2024.
