Grant City Council Discusses Ongoing Dog Problem


A Regular Board of Aldermen meeting was held Wednesday December 19th, 2012, 7:20 P.M. at City Hall.
 
Present: Mayor Debbie Roach, Aldermen: Dennis Downing, Catherine Runde. Clerk: Ayvonne Morin, Carl Staton, Lindsey Steele, Doug Pickering, Kenneth Fairchild, & Chevy Davidson.
Note***Aldermen Cathy James and Bruce Downing came in late, 7:20 p.m.

Mayor called meeting to order at 7:20 p.m.

 Minutes: Catherine Runde made motion to approve minutes as written for November 20th, 2012, Dennis Downing, seconded, motion carried.

List of Bills/Supplies: Dennis Downing made motion to approve the list of bills/supplies, Catherine Runde, seconded, motion carried.

Web-Site Master: The board received Holly Baxley resignation concerning the web-site. After discussion, Catherine Runde made motion to appoint Lindsey Steele as the new web-site master, at $600.00 a year, Cathy James, seconded, motion carried.

 Water/Sewer:  Alderman Dennis Downing gave update on coating for the water tower. Cathy James made motion for the Mayor to sign document to send to DNR, Dennis Downing, seconded, motion carried.

Economic Developer: Tammy was absent. Chevy Davidson was present to discuss the upcoming Great Northwest Days at the capitol. After discussion, Cathy James made motion to approve $300.00 for the event, Catherine Runde, seconded, motion carried. Discussed a contract with Worth Co. Progress Organization and purchase of ink cartridges.

Bathhouse Project:  Clerk informed the board, close-out on the grant has been turned in.

Narrowband Radios: Two bids were received for the upgrade on the radios. After discussion, Cathy James made motion to approve the lowest bid from Moore Radio, $2,008.50, Dennis Downing, seconded, motion carried.

PWD: Carl Staton gave progress report for the month. Repairs on equipment, clean-up at the old yetter bldg, meters, researching upgrade for narrowband radios, and sewer back-ups, and preparing for the upcoming winter storm.

Building Permits: No Permits this month.

Topics of Interest: Doug Pickering was present to discuss the dog problem in his area.  The city will research an ordinance with a leash law and possibly hiring out to a company to take care of this ongoing problem.  There have been several complaints about dogs running loose and possible abuse and or neglect of animals. Complaints about pit bulls running at large were also discussed. No pit bulls are allowed inside City Limits.

Kenneth Fairchild was present to discuss about weight restrictions concerning his semi. A complaint was made about semi’s driving and parking on the city streets.

Trash pick-up was on Monday December 24th, 2012 due to the holiday. Gas Superintendent completed the 2013 budget for the gas department.

A special meeting will be held December 27th, 2012 at 6:00 p.m. for the amended 2012 budget.

Bruce Downing made motion to adjourn meeting, Catherine Runde, seconded, motion carried, meeting adjourned. 9:00 p.m.
