Convene: Presiding Commissioner Bill Walker called the meeting of the Nodaway County Commission to order at 8:00 a.m. on September 1, 2026 at the Commissioner’s Office. Attendance: Present: Walker, Chris Burns and Scott Walk. Also present: Melinda Patton, County Clerk/Angie Cordell, Deputy Clerk.
Approval of Agenda and Prior Minutes: Commissioner Walk made a motion to approve the agenda as presented. Burns seconded the motion. The motion passed by vote: Walker (Yes); Burns (Yes); Walk (Yes.) County Building and Property – Walk gave an update on the generator. The elevator at the Courthouse may need maintenance. The Commissioners will go look at this today. A faucet in the second floor women’s restroom at the Administration Building needs attention.
Public Comment – Concerns were shared over the dangerous road conditions Missouri Department of Transportation (MoDOT) has created on Highway 71 with the construction of a J-turn, water usage, Grand River Mutual fiber optic work, the development agreement, planning and zoning and an advisory committee. Also present: Pam Petersen, Vicki Thompson, Linda Walker, Rena Puckett, Irene Alexander, Wanda Goodspeed, Susie Strauch, Dustin Skoglund, Amy Zeigler, Tim Schafer, Scott Wilson, Rhonda Beattie, Cindy Roach, Jesse Stark, Sheridan Express, Rex Wallace, Assessor and Sheriff Austin Hann.
Lincoln Township – Nathan Honan, Board Member called to discuss CART rock concerns. A return call was made to Honan to give an update.
Sheriff – Austin Hann, Sheriff, met with the Commissioners to discuss staffing issues and concerns. Hann shared a comparison of 16 other counties as well as local police department’s starting deputy pay. The Commission asked for time to study and run some numbers.
Closed Session – Burns made a motion to go into closed session at 10:01 per 610.021(1) RSMo. (610.021. Closed meetings and closed records authorized when, exceptions. — Except to the extent disclosure is otherwise required by law, a public governmental body is authorized to close meetings, records and votes, to the extent they relate to the following:
(1) Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys. However, any minutes, vote or settlement agreement relating to legal actions, causes of action or litigation involving a public governmental body or any agent or entity representing its interests or acting on its behalf or with its authority, including any insurance company acting on behalf of a public government body as its insured, shall be made public upon final disposition of the matter voted upon or upon the signing by the parties of the settlement agreement, unless, prior to final disposition, the settlement agreement is ordered closed by a court after a written finding that the adverse impact to a plaintiff or plaintiffs to the action clearly outweighs the public policy considerations of section 610.011, however, the amount of any moneys paid by, or on behalf of, the public governmental body shall be disclosed; provided, however, in matters involving the exercise of the power of eminent domain, the vote shall be announced or become public immediately following the action on the motion to authorize institution of such a legal action. Legal work product shall be considered a closed record;)

MoDOT – A message was left for Matt Stine, MoDOT on speed limit concerns during J-turn construction on Highway 71 and a road issue on Highway 148 north of Pickering. Stine returned a call to Commissioners regarding these two concerns.
CART Rock – Nick Jameson, Schildberg gave an update on CART rock.
State of Emergency Management Agency – Pamela Mallinckrodt, State of Emergency Management Services and Walk continue to work on paperwork for public assistance on road/tube wash out.
Commission spoke with a citizen on the possible compiling information on the data center.
