County Commission Minutes for June 6th, 2011

Presiding Commissioner Ted Findley called the meeting to order at 9:04 am

1. Commissioner Dennis Gabbert made a motion to approve the minutes and agenda. Commissioner Rob Ruckman seconded. All in favor, motion carried.
2. Commissioner Rob Ruckman made a motion to approve bills. Commissioner Dennis Gabbert seconded. Motion carried. All in favor, motion carried.
3. Commissioner Rob Ruckman reported gas prices from the MFA are $3.629 for gas, and $3.779 for diesel.
4. Treasurer Linda Brown presented the weekly balance sheet, and bills.
5. Pat Kobbe, EMD came to explain the difference in the Emergency Management program. There will be no less than 4 quarterly exercises a year. One full scale exercise, plus an After Action Report submitted after each exercise. Even though there will be more work involved, Pat agreed to continue as Program Director. Commissioner Rob Ruckman made a motion to participate in the FY 2011 EMP Grant Program. Commissioner Dennis Gabbert seconded. All in favor, motion carried.
Pat also requested a bridge policy. Clerk Roberta Owens will copy the policy from the previous minutes.
6. Commissioner Rob Ruckman called Billy Bob from Windstream to ask about burying the phone line on the east side of the courthouse.
7. Commissioner Dennis Gabbert called Sam Graves office in support of the System Bridge Program.
8. Jim Fletchall, Road and Bridge Supervisor report:
· Discussed pricing of the headwall for the tube on CR 228 by Don King’s house. It will cost around $2000 but Fletchall thinks that it is the only way to fix it. Fletchall will contact Robert Anderson from Metal Culverts to have him come look the tube over and give his recommendations.
· CR 183 has a bad tube that is causing problems. The whole road needs ditching, but it has already been rocked. They will fix the tube and fix the road as good as they can. Commissioner Dennis Gabbert offered to loan the county his ditcher to try on this road.
· Commissioner Rob Ruckman wants more communication between the gravel haulers and the graders.
· CR 163 is almost complete by Kevin Parkman’s house. Bob Brown also agreed to take his side out.
· CR 174 by Dale Findley’s needs to be built up and ditched.
9. Commissioner Dennis Gabbert made a motion to go into closed session pursuant to Mo Statute 610.022 to discuss personnel at 10:30 am. Commissioner Rob Ruckman seconded. Roll Vote Ruckman aye, Findley aye, Gabbert aye.
10. Commissioner Dennis Gabbert made a motion to come out of closed session at 10:58 am. Commissioner Rob Ruckman seconded. Roll Vote. Gabbert aye, Ruckman aye Findley aye.
11. Commissioner Dennis Gabbert made a motion to hire temporary help for the road and bridge crew. Commissioner Rob Ruckman seconded. All in favor, motion carried.
12. Commissioner Dennis Gabbert made a motion to adjourn for lunch at 11:40. Commissioner Rob Ruckman seconded. All in favor, motion carried.
Presiding Commissioner Ted Findley opened the afternoon session of the meeting at 1:15.
13. The commissioners met with David Baird about the flagpole, roof situation, and brush letter additions.
14. Commissioner Dennis Gabbert made a motion to adjourn at 3:47 pm. Commissioner Findley seconded. Motion carried.
