Worth County Commissioner Meeting

Presiding Commissioner Ted Findley called the meeting to order at 8:57 am
1. Commissioner Dennis Gabbert made a motion to approve the minutes and agenda. Commissioner Rob Ruckman seconded. All in favor, motion carried.
2. Commissioner Rob Ruckman made a motion to approve bills. Commissioner Dennis Gabbert seconded. Motion carried. All in favor, motion carried.
3. Commissioner Rob Ruckman reported gas prices from the MFA are $3.629 for gas, and $3.779 for diesel.
4. Treasurer Linda Brown presented the weekly balance sheet, bills, and payroll.
5. Dana Turnus from Northwest Regional Council of Governments came to announce the resignation of Joe Hertl from the TAC board. The commissioners will need to appoint someone else for that position. The position needs to be filled by the August meeting. Commissioner Rob Ruckman made a motion to table the board appointment for right now. Commissioner Dennis Gabbert seconded. All in favor, motion carried.
6. Charity Austin, Economic Developer came to discuss the EEZ process. She finished the Strategic Plan last Friday. She will contact Gray Jackson to set up the town meeting. It has to be posted for 4 weeks prior to the meeting.
7. Jim Fletchall County Road and Bridge Supervisor report.
· Fletchall contacted Robert Anderson to look at tube on CR 228. Metal Culvert will pay for the coating for the tube.
· Fletchall received a complaint about brush on CR 268 from one of the grader operators. One side is cleared but the other one isn’t.
· Fletchall met with Paul Kazakevicius to discuss completion of brush removal.
· The tube on CR 155 by Gareth Summa’s gate is plugged and possibly damaged. A 30ft by 18 in tube should be sufficient. Fletchall will order the tube and have it on hand.
· Clerk Roberta Owens gave Fletchall a request for brush removal from Bob Supinger on CR 41. Fletchall will inspect the area.
· Discussed inspecting CR 123.
· Discussed using LP gas for the torches.
· The road crew is trying to get finished up on CR 163.
8. Roger Robertson and Dirk Groom, County rock haulers came by to discuss the tax gravel. Roger didn’t want to make the determination whether certain roads qualified or not. The commissioners and Fletchall will inspect the county roads before gravel is hauled. Fletchall will provide the list of roads to inspect.
9. Sam Martell and Richard McGinnesss came to discuss CR 123. There are several problems that need addressed. The banks need to be cut down, and the road needs to be built up. McGinness will remove his fence, doze, seed and re fence the area if they county will then build up the road. They county crew will start as soon as the fence is removed.
10. Commissioner Dennis Gabbert made a motion to go into closed session pursuant to Mo Statute 610.022 to discuss personnel at 11:30 am. Commissioner Rob Ruckman seconded. Roll Vote Ruckman aye, Findley aye, Gabbert aye.
11. Commissioner Dennis Gabbert made a motion to come out of closed session at 11:55 am. Commissioner Rob Ruckman seconded. Roll Vote. Gabbert aye, Ruckman aye Findley aye.
12. Commissioner Dennis Gabbert made a motion to advertise for full time help for the Road and Bridge crew. Commissioner Rob Ruckman seconded. All in favor , motion carried.
13. Commissioner Rob Ruckman made a motion to adjourn for lunch, and to watch the demonstration of the Road Groomer. Commissioner Dennis Gabbert seconded. All in favor, motion carried.
Presiding Commissioner Ted Findley reconvened the afternoon session of the meeting at 3:30.
14. Commissioner Dennis Gabbert nominated Commissioner Rob Ruckman for the TAC board seat. Commissioner Ted Findley seconded. All in favor, motion carried.
15. County Clerk Roberta Owens presented some paperwork for presiding commissioner Ted Findley to sign.
16. Presiding Commissioner Ted Findley requested the County Clerk Roberta Owens to send Charles Panigot a list of dozer operators in the area. She agreed.
17. Commissioner Dennis Gabbert made a motion to adjourn at 4:00pm.
