Meeting was called to order at 9:00 am by Presiding Commissioner. Members present: Mozingo, Calhoon and Waldeier.
1. Commissioner Calhoon made a motion to approve the April 7th minutes. Commissioner Waldeier seconded. Motion carried.
2. Commissioner Calhoon made a motion to approve the agenda. Commissioner Waldeier seconded. Motion carried.
3. Commissioner Calhoon made a motion to approve and pay bills. Commissioner Waldeier seconded. Motion carried.
4. Linda Brown, County Treasurer gave financial reports.
5. Commissioner Mozingo reported he has completed watching the video tapes from the February 2008 Annual Training. Commissioner Mozingo was unable to attend the training in Columbia because of the flu. Commissioner Waldeier and Calhoon attended. All Commissioners have fulfilled the annual training requirements.
6. Commissioner Waldeier made a motion to go into closed session in accordance with Missouri Statute 610-022 to discuss personnel issues. Commissioner Mozingo seconded. Role vote: Mozingo – aye, Calhoon – aye and Waldeier – aye. Personnel present in the closed session Jim Fletchall, Brian Sherer, Commissioners, Linda Brown and Lisa Hargrave. Session closed at 9:05 am.
7. Session reopened at 9:30 am. During closed session it was decided to move Brian Sherer to Bridge Lead, to move Leonard Campbell to fulltime and Jeff Runde to the seasonal employee position.
8. Village of Denver requested the County Road and Bridge Crew help clean out ditches within the Village Limits. Jim Fletchall will contact Dan Parman as authorized in the Village’s request.
9. The tube for Don King’s road should be delivered late this week. The Commission authorized overtime for this weekend if needed.
10. Linda Brown, County Treasurer presented paperwork for the CDBG for the Courthouse Elevator. The paperwork was signed by the Commissioners and Treasurer.
11. 10:00 am Opened Bids for Bridge Packages. Two bidders present -- Odens and Arning Canopies.
Kirk Cemetery Odens $29,229.91 (plan), $28,868.36 (list); Arning $27,185.25; Midwest Service No Bid.
State Line Bridge Odens $37,550.18 (plan), $37,533.19 (list); Arning $37,825.25; Midwest Service $37,673.00 .
Commissioner Waldeier made a motion to accept the Kirk Cemetery bridge package from Arning Canopies bids of $27,185.25 as lowest bid; delivery anticipated in mid-June, early July. Commissioner Calhoon seconded. Motion carried.
Commissioner Calhoon made a motion to accept Oden’s bid on the State Line Bridge at $37,550.18 as lowest bid with a three to four week delivery. Commissioner Waldeier seconded. Motion carried.
12. Bob Siefers, Victor Phillips, brought preliminary finance paperwork for the Hyundai Track Hoe. After discussion, Commissioner Waldeier made a motion to continue with the track hoe purchase for $115,560.00 with a $17,000 trade allowance and $25,000 cash down payment. This leaves $73,560.00 to finance on a Kansas State Bank Municipal Lease (interest rate 4.199%) five year in arrears with the first payment due one year from signing the documents (option two on proposal sheet). Commissioner Calhoon seconded. Motion carried.
13. Commission Waldeier made a motion to adjourn. Commissioner Calhoon seconded. Motion carried.
