Presiding Commissioner Findley called the meeting to order at 9:03am.
1. Raymond McElvain called to report a problem from where Grand River Mutual installed fiber optics. The company hit some water mains that have washed away roadways north of Denver. They are in the city limits of Denver, so he would have to check with the Town Board first before the county can do anything. The commissioners advised him to contact Grand River Mutual and tell them about the problem.
2. David Baird, County Attorney told the commissioners the next step for CR 227 would be to take pictures and make a list of the problem areas to send to the landowner. David and Frazier Roofer’s lawyer are supposed to meet right away. The commissioners asked about pay scale salary for county employees. David advised Clerk, Roberta Owens to contact the Nodaway County Clerk to ask for a copy of the specifics on the pay scale system. The commissioners asked about drug testing for new hires. David explained that the drug tests are only mandatory for Road and Bridge crew employees that will be driving heavy equipment.
3. Clerk Roberta Owens presented some mail for the commissioners.
4. Commissioner Rob Ruckman reported the gas prices as $3.649 and diesel as $3.949
5. Commissioner Rob Ruckman made a motion to approve the minutes. Commissioner Dennis Gabbert seconded. All in favor, motion carried.
6. Treasurer Linda Brown presented the weekly balance sheet, payroll, and bills.
7. Commissioner Dennis Gabbert made a motion to approve the payroll and bills. Commissioner Rob Ruckman seconded. All in favor, motion carried.
8. Economic Developer Tammy Ueligger report: Tammy couldn’t make it today, so she sent an email report.
9. Jim Fletchall road and bridge foreman report:
· Fletchall contacted Airgas to find out what to do about cancelling the contract with them, as the commissioners accepted Missouri Steel and Hose bid. The company will send an inspector up to check the inventory, and then go from there.
· Starting to paint the MAC truck.
· Discussed CR 122 west. One tube can be fixed, but the west tube can’t be fixed with riprap. The road crew can’t ditch because of the fence.
10. Bid Openings: Salvage bids were opened at 10:00. Present-Richard Supinger, and Max Fordyce.
11. Commissioner Gabbert made a motion to award the Salvage bid to Richard Supinger, which will be in place until next salvage bids are accepted. Commissioner Rob Ruckman seconded. All in favor, motion carried.
12. Commissioner Dennis Gabbert made a motion to adjourn at 12:20 for lunch and to inspect roads. Commissioner Rob Ruckman seconded. All in favor, motion carried.
Presiding Commission Ted Findley opened the afternoon session of the meeting at 3:15
Roads that were inspected include: 160,162,163,164,165,120,121,129,131,132,139,140,281.
13. Commissioner Dennis Gabbert made a motion to adjourn at 4:18. Commissioner Rob Ruckman second. All in favor, motion carried.
