Sheridan Recycling Collection Day August 6th

David Chesnut of Nodaway Co Recycling has set the first collection date for August 6 from 8:00 – 10:00 a.m.  The collections will continue from 8:00 a.m. to 10:00 a.m. on the first Saturday of each month.  Dates are August 6, September 3, October 1, November 4, December 3.  

Education will be provided on site as to which materials will be collected, the processing of materials, removing contaminated items and labels, and how to sort materials.  There is no fee to drop-off.  

All metals will be accepted with the following guidelines:

 Aluminum cans – rinsed

 Metal containers – emptied, labels removed, rinsed

 Tin food cans – rinsed and labels removed, no food or liquid

 Lids placed inside the can

 Contact in advance for large metals, white goods, electronics, etc.

Recycling Collection Event March 17th

The Northwest Missouri Regional Solid Waste Management District has partnered with NWMSU Recycling Center to host a recycling collection event on March 17th, at the Worth County school parking lot from 10:00 – 12:00 and at the NE Nodaway school parking lot from 1:00 – 3:00.  

During the collection event, the community is invited to bring their #1 & #2 plastics, aluminum, and paper recycling materials.  Education will be available in the proper way to prepare materials for recycling, how to avoid contamination in the waste stream, and information in opportunities and options available to recycle in your area.

The next Household Hazardous Waste Collection will be April 3rd from 8 am to noon at 1516 E. Halsey Street in Maryville.

478 Recycling Surveys Returned

With one month to go, the Northwest Missouri Regional Council has received 478 recycling surveys. This includes 36 from Worth County, 23 from Grant City, and 11 from Parnell. There is still time to turn in a recycling survey regarding the needs of your community; the survey will be closed on March 15th. The figures were provided by the Regional Council and reflected surveys turned in as of February 12th. The total city and county numbers do not match because not everyone filled in the city blank and some surveys were not from endorsing cities. Opposition Develops to Abolishing Solid Waste Districts

Opposition is developing to Senate Bill 13, the bill prefiled in the Missouri Legislature that would eliminate solid waste management districts and the Solid Waste Management Advisory Committee. Debbie Roach, who is the executive board chair of the Northwest Missouri Solid Waste Management District (Region A) wrote a letter to the City of Grant City urging opposition to the bill and provided information in a handout regarding benefits of the Solid Waste District.

The letter reads, in part, as follows:
On December 1st, 2012, Missouri Senator Kurt Schaefer pre-filed Senate Bill 13, which reads in part, "This act eliminates solid waste management districts and the Solid Waste Advisory Committee." As you know, Missouri's solid waste management districts utilize a percentage of the tipping fees charged at Missouri's landfills to fund vitally important recycling, education, and "green" market development projects. To wit, City of Grant City was awarded $6,650 in 2005 to help fund the City of Grant City Waste Oil Furnace. (Emphasis in original) Senate Bill 13 would eliminate the guarantee of any similar project being funded in northwest Missouri. 

On January 9, 2013, the Region A Full Council voted unanimously to oppose Senate Bill 13 and signed a letter to that effect addressed to Northwest Missouri Senator Brad Lager (enclosed). It is important to note that Senator Lager chairs the Commerce, Consumer Protection, Energy, and the Environment committee assigned Senate Bill 13 and will determine its hearing schedule and vote.

As a previous grantee and beneficiary of the Region A Solid Waste Management District, I sincerely hope you will consider opposing Senate Bill 13. We encourage you to contact Senator Lager and Senator Schaefer directly to voice your opinion about the bill. A direct phone call to the Senators' offices is the quickest way to register your opposition, but an e-mail or letter would also be effective. A sample e-mail/letter is enclosed as well as a bullet list regarding the solid waste management districts and Senate Bill 13.

A list of facts and talking points were provided:
--Solid Waste Management Districts are governed by a board of directors that is comprised of local elected officials or their designees. These boards are intimately familiar with the regions that they serve and are the best option to prioritize and fund local recycling and waste reduction projects. SB 13 would remove all local control of these funds.
--Funding for Solid Waste Management Districts is provided from a percentage of tipping fees that are charged to waste haulers utilizing Missouri landfills. Solid Waste Management Districts use no tax dollars to fund their recycling, education, and waste reduction  programs.
--Region A is a "minimally funded district" since there are no functioning landfills; as such, they receive $95,000 annually of which at least 50% must be used for recycling and waste reduction projects.

The handout suggests the alternative of funding the regions more equitably, which it says would increase accountability and improve efficiency.

Among projects that Region A has provided to Worth County and the rest of the region include:
--Household hazardous waste, scrap tire, electronic, and white good special collections;
--Wood chippers, composting bins, and composting workshops;
--Recycling bins and trailers for schools and civil organizations;
--Educational programs for elementary students;
--Commodity bailers, reusable bags, waste oil furnaces, recycling curricula, and other such equipment and materials.

Grant Dollars Available for Recycling Projects

The Northwest Missouri Regional Solid Waste Management District has received grant funds from the Missouri Department of Natural Resources to disseminate to public, private and not-for-profit sectors throughout Atchison, Gentry, Holt, Nodaway, and Worth Counties.

The grant funds are intended to reduce the amount of waste entering the local waste stream and/or to facilitate recycling. Any individual or organization with an idea for a project to recycle, reduce, or reuse such items as: paper, organic waste, resin plastics, or electronics can submit an application and may be awarded funds to support their project.

Previous grants approved have included the purchase of wood chippers, recycling bins and refurbished equipment that assists in recycling or waste reduction activities. District Grant dollars have also helped establish outdoor classrooms for schools.

Preference shall be given to projects that reduce, reuse, recycle or strengthen consumer demand for the following post-consumer wastes, including paper, glass, metal, plastics, demolition waste, organic waste, yard waste, waste oil, lead acid batteries and electronics. Applications will be evaluated according to several criteria. Some of those criteria are:

· How well the project contributes to community-based economic development.

· If the project promotes waste reduction or recycling.

· Project feasibility.

· If the project has an effective marketing strategy.

· If the project can be implemented in a timely manner.

· How well the project complies with federal, state and local requirements.

Preschool Completes Playground Project

The Worth County R-III Child Center, Little Tigers Preschool has completed their new project for our playground this month. In years past we have be using woodchips as a surface material on our playground. These woodchips have been replaced by Missouri recycled tires compressed into safety tiles for playground use by DuroMat. These safety mats will help with the safety and usability of the playground and will be more cost efficient. In doing this new surfacing we recycled 657 passenger tires. This playground was made possible by a grant funded through the Missouri Department of Natural Resources who we would like to give special thanks, along with all those who helped put it all together. Thank you.

Grant Money Available for Recycling Projects

Any individual or organization with an idea for a project to recycle, reduce, or reuse such items as: paper, organic waste, resin plastics, or electronics can submit an application and may be awarded funds to support their project.

District Grant dollars have also helped establish outdoor classrooms for schools and helped counties purchase waste oil burning furnaces that operate using waste motor oil and help reduce winter heating bills.
Preference shall be given to projects that reduce, reuse, recycle or strengthen consumer demand for the following post-consumer wastes, including paper, glass, metal, plastics, demolition waste, organic waste, yard waste, waste oil, lead acid batteries and electronics. Applications will be evaluated according to several criteria. Some of those criteria are:
-How well the project contributes to community-based economic development.
-If the project promotes waste reduction or recycling.
-Project feasibility.
-If the project has an effective marketing strategy.
-If the project can be implemented in a timely manner.
-How well the project complies with federal, state and local requirements.
