Russell Lee Hillyard, 57, Bethany, MO passed away Saturday, June 1, 2019 after a short, courageous battle with cancer.
Born on August 6, 1961 in Bethany, Missouri, he was the son of Melvin and Betty (Thurman) Hillyard. He graduated from South Harrison High School and was employed at Bethany Care Center.
SSG Russell Hillyard retired with 23 years from the Military Services in 2016. He enjoyed working on cars and helping on the farm.
Russell is survived by his parents, Melvin and Betty Hillyard; daughter, Veronica Hillyard and Lee Norman of Ravenwood, MO; son, Russell Hillyard, Jr. of Bethany, MO; daughter, Kelley Hillyard of Des Moines, IA; 7 grandchildren, Preston, Paiton, Paizlee, Paxton, Porter, Bentlee, and Kelstin; brother, Bryce Hillyard of Bethany, MO; nieces, Cassie and Chelsea Hillyard; several aunts, uncles, cousins, friends and his beloved dog, Chloe.

Sheridan to Build New Shed North of Tavern
The Sheridan City Council voted Monday at their regular meeting to purchase materials for a new storage shed east of the park at an estimated cost of $8,800 from Bearcat Lumber for materials. The labor would be volunteer. The city says it would be convenient for their personnel to access, they can store a vehicle there more easily, and it would free up space for Bart Hawk, who rents part of the former Transportation Building from the city. The vote was unanimous.
Water Superintendent Barry Lyle reported that he plans to flush the hydrants at some point.
Delinquent taxes were discussed by the city. The city has delinquent taxes on the books all the way back to 1960. Before that, people could work off their taxes for the city, or the city would sell their property. The city will look over and zero out some taxes after getting appropriate wording at a future council meeting. Taxes still delinquent and collectable will result in the sale of tax property, similar to the county’s process.
The city plans to remove tree stumps in the park. Mayor Ashley Rush reported that there were citizen complaints about flowerbed conditions, the sidewalk, someone owning too many dogs, vehicles parked along the park where kids could run out from behind them, and weeds. Residents within city limits are required to have only three dogs by city ordinance.
By ordinance, trucks cannot park alongside the east or west side of the Sheridan Park; that was passed in 2007. By ordinance, residents cannot allow grass or weeds to grow more than 12 inches or have standing water or various debris. Rush plans to send letters of violation.

Bethany Teen Injured in Wreck
A Bethany teen was injured in a wreck Monday morning at around 7:30 am on Route 69, two miles north of Bethany. The Missouri State Highway Patrol reports that a 2002 Chevy Trailblazer driven by Casey Thurman (19) of Bethany was northbound on 69 when he traveled off the east side of the roadway, overcorrected, and drove off the west side of the roadway. The vehicle struck an embankment and overturned. Thurman received moderate injuries and was taken to Harrison County Community Hospital. He was wearing a seat belt at the time of the accident.

Larry E. Proctor, 72, Savannah, Missouri passed away Saturday, June 1, 2019. He was born February 11, 1947 in Grant City, Missouri to Cecil and Geneva (Allison) Proctor.
He graduated from Sheridan High School in 1965. Larry retired from Missouri Department of Transportation (MODOT) and Missouri Air National Guard.
Larry was married to Shirley Maudlin for 40 years. She preceded him in death. Also preceding him in death were his parents Cecil and Geneva Proctor and sister Shirley.
On July 25, 2008 Larry was united in marriage to Susan J. Gill. She survives of the home. Also surviving are his children: Shelly (Terry) Baker, Veronica (Jeff) Vendleboe and son James Chris (Lori) Proctor and Susan’s children: Jerry (Loretta) Gill, Penny (Mike Ramsel) and Charley Gill. 19 grandchildren: Logan, Jared, Cortney, Alec, Jordan, Sidney, Abigail, Colton, Evan, Candace, Eric, Charles R., Rachael, Robert, McKayla, Julie, Shelby, Lacey and Joseph, 13 great-grandchildren; sister Marilyn Calhoun; two brothers: Jim and Steve Proctor and many nieces, nephews and friends.
Larry enjoyed trout fishing at Bennett Springs and wintering in Texas. He was a handy man for anyone who needed help. His family know Papa’s little birdie will be watching over us.

Dismantling of Basketball Court for Helipad Starts
Economic Developer Gene Auten reported at the regular Worth County Commission meeting Monday that gravel would be stockpiled for the helipad project, Jon Claypool will do the dirtwork, and that everything would soon be moved out of the way. The fences have already been taken down, with only the poles left on the old basketball court. The driveway into the helipad area will go off High Street and up the north end, where there will be a 40 foot by 40 foot pad.
The Smith Street rental property that was owned by the late Richard Supinger is ready for demolition as soon as there is a break in the weather. Auten reported that he was looking into a housing study grant, which would open the county up to more housing grant opportunities. He said that he was looking into another grant opportunity that would involve helping people renovate and weatherproof existing homes; this is in addition to the USDA program already in place.
Auten also reported that he was doing groundwork for the upcoming golf tournament, which will be held on June 23rd this year. There will be a siren test conducted Wednesday morning, June 5th.
The commission voted to spend $1,500 to replace furnace valves. The county is $94,000 ahead in revenues compared to last year, and $16,000 behind in the road & bridge fund. Officials cited higher tax revenues (including some large back tax payments that were paid off) and no need to repair the elevator.
Bill Honore, representative of Bloom Medicinals, called the meeting to inquire about putting a medical marijuana dispensary in the county and zoning regulations. While Grant City has zoning regulations, the county does not. Commissioners said they were still awaiting direction from the state before doing anything. Last November, Missouri voters passed a Medical Marijuana ordinance, and companies are lining up in an effort to get licenses to operate in the state.
Road & Bridge Foreman Jim Fletchall reported that one pump in the excavator was hotter than the other one. Duane James visited the Courthouse Friday to discuss the way gravel was being put on his road as well as ditch issues. Fletchall reported that a few small tubes had been washed out from last week’s storms. Presiding Commissioner Jubal Summers said the county was lucky, as Harrison County was hit much worse. The county got a waiver from the state regarding storm cleanup. A tube on Quarter Lane washed out and was in need of replacement.

Six Teens Injured in Wreck Near Bethany
Six teens were injured in a wreck near Bethany Friday evening at around 6:15 pm on Route 69. The Missouri State Highway Patrol reports that a 2005 Dodge Durango driven by Gunnar Goll (18) of Winston was southbound on 69 when the front seat passenger grabbed the steering wheel, causing Goll to lose control. The vehicle ran off the west side of the roadway, struck a ditch, and overturned. The vehicle came to rest off the west side of the roadway.
Injured were Elijah Carlson (17) of Bethany, Parker Chamberlin (16) of Pattonsburg, Destini Mitchell (14) of Bethany, Trayton Mitchell (12) of Bethany, Alexis Pratt (15) of Bethany, and Dalton Pratt (13) of Bethany. Trayton Mitchell was seriously injured; the rest all received minor injuries. Goll and another passenger, Josh Rakestraw (15) of Bethany, was not injured.
