Nodaway County Commission Minutes for June 16th

Convene

Presiding Commissioner Bill Walker called the meeting of the Nodaway County Commission to order at 8:00 a.m. on June 16, 2026 at the Commissioner’s Office. Present: Walker, Chris Burns and Scott Walk. Also present: Angie Cordell, Deputy Clerk.

Approval of Agenda and Prior Minutes

Commissioner Walk made a motion to approve the agenda as presented. Burns seconded the motion. The motion passed by vote: Walker (Yes); Burns (Yes); Walk (Yes.) Burns made a motion to approve prior commission minutes dated 6/9/26. Walk seconded the motion. The motion passed by vote: Walker (Yes); Burns (Yes); Walk (Yes.)

Approved: Liquor licenses for M2V Highway Liquor; Invoice to SAM for professional services; Leave approval for S. Rucker. County Clerk Fee Report (May 2026).

Accounts Payable: N/A

Requisitions: Sheriff to Insight Public Safety & Forensic Consulting for pre-employment.

Emails from citizen on proposed data center

Email from Josh McKim, Nodaway County Economic Development re: U.S. Department of Education

Election Training Certification – County Clerk, Melinda Patton and Deputy Clerk Angie Cordell

Email from Christy Forney, Nodaway County Emergency Management Director storm damage – an email was sent to all townships with update.

Public Comment – Citizens shared concerns over water, moratorium timeline, selling of land, land conservation, property values, environment, health, electricity and power with the Commissioners. The Public Water Supply District board meeting held Monday, June 15th was discussed. Other key talking points were zoning in the county, individual township zoning, tax abatements and speaking with county health on health concerns with the proposed project. The Commissioners spoke on the feasibility of a moratorium. Those present: Rhonda Beattie, Jared Stiens, Jeff From, Tim Lance, Scott Wilson, Mary Mizera, Julie Nielson, Tim Schafer, Holly Caviness, Josh McKim and Kim Mildward, Nodaway County Economic Development (NCED).

Tom Patterson, Director of Nodaway County Health was called with a request for information that County Health could provide on health concerns, low level sound and livestock fertility with the proposed data center. Patterson will reach out to Commission if any information is found.

Polk Township – A resident called on Road #620 and #626 with culvert issues. A call was made to John Schenkel, Polk Township Trustee on Road #607, (275th and Ivory). The Commission will budget $50,000.00 for both FY2027 and FY2028 to aid with the paving project of Ivory Road.

Lincoln Township – Nathan Honan, Board Member, was updated on FEMA with resent flooding in the county. Also, an email was sent out to all other townships updating them as well.

Inspection - The Commission, along with Brian Engle, Road and Bridge Supervisor, inspected Road #626 tube issues, in Polk Township and Jefferson Township bridge #643006 and #661005.

Lunch Break – Walk made a motion to adjourn for lunch. Burns seconded the motion. All in favor.

Adjournment – Burns made a motion to adjourn at noon until 6/23/2026 as Commissioners Walk and Burns plan to travel to Jefferson City for a meeting on data centers sponsored by the Missouri Association of Counties (MAC) on Wednesday. The Commissioners will be attending a Regional County Commission meeting in Buchanan County on Thursday, June 18th. Walker seconded the motion. The motion passed by vote: Walker (Yes); Burns (Yes.)
