Neil Phillips, auditor for the firm Jarred, Gilmore, and Phillips, gave his report on the annual audit for Community Services Incorporated. He reported that CSI received a clean audit report for this year. Community Services handles around $3.7 million of money annually, most of it from federal sources. Of that, around $3.5 million, or around 93.2%, is spent on programs and services. This is higher than many charities. Out of the $3.7 million, $3.2 million of it comes from federal sources.
The biggest area of concern noted was the high residual money that CSI has left over from the state, around $292,000. If the state were to attempt to collect that money, then it would create serious cash flow issues especially since CSI pays vendors and then they are reimbursed by some programs. No problems were noted with controls. The audit tested 14 different areas of compliance and found no issues.
Executive Director Bonnie Patterson said that one area of concern she was focusing on was the drop in enrollment at Head Starts around the area, including Worth County. There were 15 students enrolled in Worth County's Head Start as of this month as well as 13 others enrolled in two other preschool programs in the county. Patterson said that there has been a sharp drop in population throughout CSI's area just since the 2010 census, although CSI is still being funded based on 2010 census figures. One possible reversal of this trend was noted by board members Herb Petty and Bob Westfall, who noted that the Amish are one of the fastest growing populations in the world. There are Amish communities near Redding as well as near Atlanthus Grove and Ravenwood.
Weatherization for 2013-2014 will receive around $52,000 plus around $25,000 to help with utilities. The Community Services Block Grant for 2013-2014 will be around $274,000. The state has a base of $200,000 for agencies around the state, which helps them to continue providing services even with lower populations.
CSI is planning a fair later this month for employees displaced by the impending Energizer closing.
Patterson received some good news regarding the health insurance. Premiums for the health insurance plan will only go up $27 under Obamacare.
